The Head of State's Authority to Promulgate Laws in Yemen: A Comparative Analysis

Abstract

 
Ligeslation passes in a series of procedures and constitutional 
chanel's,starting suggesting it till implementing it ,according to 
requirements and specific periods of times. So, here we are interested in 
the stage of issuing the legislation by the state president that is endorsed 
by the congress council. This stage grants the president the right to reject 
the ligeslation for specific reasons and excuses within a specific time .But 
in turn based on the legal right  for the legislative authority (right of 
ligedlation)' it found a way to overcome the ligeslation rejection by the 
state president. Issuing the law is carried out  regardless the rejection of 
the state president .
